What is this program all about?
Promise is partnering with Washington state Department of Commerce and Washington electric utilities to help distribute the bill credits to eligible households while the funds are available. The funds are supported by Washington’s Climate Commitment Act to help low-to moderate-income
families with their electric utility bills.
Who is eligible for the bill credit?
If you answer "yes" to any of the below questions, you are eligible for the clean energy credit.
- Within the past two years (as of January 1st, 2022) did you receive qualified assistance from a low-income energy assistance program, a utility payment plan, or another rate payer funded utility assistance program?
- Did a utility determine that your household income is less than or equal to 80% AMI or 150% AMI*?
- Did you self-attest to your household income being equal to or less than 80% or 150% AMI*?
* Utilities must first prioritize bill credits for customers at or below 80% AMI and if funds remain, may expand bill credits for customers up to 150% AMI. AMI = Area Median Income.
What is the amount of the bill credit?
The program provides a one-time $200 bill credit for eligible households as funds permit. If you are awarded the credit, the PUD will add the $200 directly to your account balance.
When will the funds be applied?
Once awarded, the credit will be applied to your account balance no later than September 15, 2024.
What information is needed to apply?
The application is fast and easy. You will need your electric utility account number, the number of people living in your household as of today, and the total gross annual income for 2023 (last year) for all adults in your household.

How will I know the status of my award?
Once you submit your application, Promise will let you know via text message if your account will get
the credit or not.
