Box Canyon License Implementation Measures
On July 11, 2005, the Federal Energy Regulatory Commission (FERC) issued a new 50-year license for Pend Oreille PUD’s Box Canyon Hydroelectric Project. The new license replaced the original license for the project, which was issued in 1952.
The new License Order contains conditions mandated by FERC, the U.S. Department of Interior, the U.S. Forest Service and the U.S. Fish and Wildlife Service. The License also contains Water Quality 401 Certificates issued by the Washington State Department of Ecology and the Environmental Protection Agency (EPA). The initial phase for complying with many of the conditions was the preparation of plans. Plans have been prepared in consultation with various agencies, and filed with FERC. The major plans that have been prepared and filed include the following:
- Comprehensive Wildlife Management Plan
- Erosion Monitoring Plan
- Erosion Control, Prevention and Remediation Plan (In Development)
- Integrated Weed Management Plan
- Rare Plant Sensitive Species Management Plan
- Recreation Resource Management Plan
- Shoreline Management Plan
- Spill Prevention Control and Countermeasure Plan
Water Quality Plans:
- Total Dissolved Gas Abatement Plan (Being Revised)
- Interim Temperature Monitoring Plan
- Water Quality Monitoring and Quality Assurance Project Plan
- Aquatic Plant Management Plan
- Aquatic Plant Management Plan Forest Service Addendum
Settlement Agreement Reached for Box Canyon License Conditions
A Settlement Agreement (SA) was reached with the Department of the Interior, Kalispell Tribe of Indians, USDA Forest Service, and Ponderay Newsprint. The SA covers fisheries, fishways and recreation. The Settlement Agreement link appears above.
